State Board of Equalization Taxpayers' Bill of Rights hearings for 2017 (1:30 p.m.)

August 29, 2017 – Sacramento, CA (Property Taxes)

July 27, 2017 – Irvine, CA (Business Taxes)

Note: for 2017 meetings were hosted by the newly established California Department of Tax and Fee Administration (CDTFA)

The property tax hearing, and business taxes meeting, provided an opportunity to present – in person or in writing – ideas, concerns, and recommendations regarding legislation, the quality of agency services, and other issues related to the BOE's and CDTFA's administration of their respective tax programs. At the business taxes meeting a person could comment on the administration of sales and use taxes, environmental fees, fuel taxes, and excise taxes administered by the CDTFA due to a change in law effective July 1, 2017. At the property tax hearings one could comment on the property tax programs and laws administered by the BOE, and identify ways to resolve any problems identified in the Taxpayers' Rights Advocate's current Annual Report; the current annual report for the August 2017 hearing dates was the fiscal year 2015-16 Annual Report.

* In response to comments on the use of data in the assessment appeals board process, the BOE's Property Tax Department initiated an interested parties process to facilitate resolution of the issues. * In response to past comments regarding deed rescissions, the BOE's Property Tax Department began a project to issue guidance summarizing past written legal opinions on a property owner's ability to rescind a recorded deed that triggered a reassessable change in ownership and(2) the property tax effect of such a rescission.
