HORTON: Members, we -- just for the 6 notification of the public, we'll take up an item with 7 the goal of taking a lunch at 1:00, we'll break at 1:00, 8 then come back, go into closed session, then return back 9 and take up our items. With that in mind -- 10 MR. RUNNER: Can I just ask a question - a 11 quick question on the agenda? 12 MR. HORTON: Sure. 13 MR. RUNNER: Yeah. Just a quick question in 14 regards to agenda issues. And I know -- I know this is 15 kind of in regards to the issue of the Board reorg., and 16 I know you had written a memo yesterday that -- that we 17 received. And I'd like for us to kind of formalize that 18 issue and go ahead -- and I'd make a motion that we put 19 on the February agenda the Board reorganization. 20 MR. HORTON: I second that. I mean, I -- 21 MR. RUNNER: Yeah. 22 MR. HORTON: Second. Without objection, Members? 23 MR. RUNNER: And then one other quick -- 24 MR. HORTON: Such will be the order. 25 MR. RUNNER: One other quick issue. I know one 26 of the other issues that were -- that you had written, I 27 think there's been some discussion amongst Board 28 members, and I think it would be helpful, and that is 3 1 to -- to review the concept of Chair rotation. I think 2 it's an interesting concept. And I think it would be -- 3 serve us better if we actually had some options for 4 rotation presented to us than at that meeting for the 5 reorg. 6 And so I'd like to ask if we can ask the 7 Chief Counsel to kind of come up with some of those 8 options to do that, because there's different ways you 9 can -- you can rotate, and that way we'd actually have 10 some ideas before us if we choose to do that. If we 11 don't choose to do this, that way we'd go through our 12 regular -- so I guess, without objection, I'd like to 13 ask the Chief Counsel to kind of come up with those 14 options for us since we're there. 15 MR. HORTON: So be it. I believe the -- the 16 option presented in the memo that I disseminated to all 17 the members just simply dealt with potential rotation. 18 The other option, as all members know, is -- is not to 19 address that at all. 20 MR. RUNNER: Right, right, right. 21 MR. HORTON: And so I think it's -- I think 22 it's -- I think what -- to augment that, if I may, 23 Mr. Runner -- 24 MR. RUNNER: Mm-hmm. 25 MR. HORTON: -- is to -- to ask staff to give 26 us a historical perspective of how it's been done. 27 MR. RUNNER: Sure. 28 MR. HORTON: Because the legal -- legally I 4 1 believe the Board members have complete -- a significant 2 amount of autonomy in determining how to do that. 3 MR. RUNNER: Mm-hmm, yes. 4 MR. HORTON: So -- so it's not a legal issue, 5 but maybe a historical issue may be helpful in the -- 6 MR. RUNNER: I think that would be good. 7 MR.
