RICHMOND: Our next item is P1.2 6 Professional Development Days Report. 7 MS. BRIDGES: Members, the Taxpayer Bill of 8 Rights provides that the Board shall develop and 9 implement a taxpayer education and information 10 program directed at Board audit and compliance 11 staff. 12 This education and information program 13 shall include a continuing education program for 14 audit and compliance personnel, to include the 15 application of new legislation to taxpayer 16 activities in areas of recurrent taxpayer 17 noncompliance or inconsistency of administration. 18 A district-wide Professional Development 19 Day was conducted in some of the BOE districts 20 during the preceding 2014-'15 fiscal year, and they 21 were designed for the agency to offer a standard 22 relative uniform training and professional 23 development opportunity to our field office 24 personnel so that the BOE can both fulfill its 25 legislative mandates and assure consistent informed 26 application of Board-approved policies and 27 practices. 28 As we look forward to future PDDs, we 3 1 propose that they be conducted with the active 2 participation and direction of the Chief and 3 appropriate assistant -- appropriate equalization 4 district Assistant Chief of Field in conjunction 5 with BOE staff providing assistance and support as 6 needed. 7 This should allow for a consistent 8 transmission of BOE policies and procedures while 9 still providing the flexibility to tailor 10 presentations to the taxpayer base and demographics 11 unique to each district. 12 For the current fiscal year '15-'16, we 13 have the following PDDs scheduled: In D1, October 14 20th, November 3rd, November 4th; in D2, December 15 1st and 2nd; in D3, December 7th and 10; and in D4, 16 it was conducted on August 4th and August 5th. 17 And that concludes my report. 18 MR. HARKEY: I would just like to refer 22 this material or -- actually, I would like to refer 23 all the Director's Reports to the Customer Service 24 Committee because I -- I -- I appreciate the effort, 25 I just don't know what we're changing. And so I 26 kind of want to -- 27 MS. BRIDGES: Actually -- 28 MS. HARKEY: -- have a little 4 1 back-and-forth. 2 MS. BRIDGES: That would be fine. I was 3 actually just going to introduce to you a process 4 whereby we were going to consider -- just notify you 5 that we were looking at these and considering 6 providing some updates and that we would be -- just 7 wanted to give you a current copy so that you 8 could -- it could facilitate discussion with the 9 staff when they began -- 10 MS. HARKEY: Okay. 11 MS. BRIDGES: -- discussions with you. 12 MS. HARKEY: Really -- really good. And if 13 on these, if we could -- if you could note -- I've 14 got the memos, but I don't know what we're changing. 15 If you could note what specifically is changing. 16 MS. BRIDGES: Okay. 17 MS. HARKEY: Because what we've got is like 18 a new process, but other than -- 19 MR. RUNNER: I don't have any issue 20 agendizing this on committee, and then we can kind 21 of work with the staff at that point and -- and -- 22 and create that -- 23 MS. HARKEY: Okay. 24 MR. RUNNER: -- kind of a document. 25 MS. HARKEY: Well, that -- that's kind of 26 what I want to see. 27 MR. RUNNER: Sure. 28 MS. HARKEY: If you put it on your 5 1 committee -- 2 MR. RUNNER: Yeah. 3 MS. HARKEY: -- that's fine. I just didn't 4 want to drag it out for six months -- 5 MR. RUNNER: Yeah. 6 MS. HARKEY: -- before I know what it is is 7 being considered. 8 MS. BRIDGES: Okay. 9 So it was intended to just be for 10 informational purposes. 11 MS. HARKEY: All right. Thank you very 12 much. These were all very informative. 13 MS. BRIDGES: Well -- 14 MR.
