BOE Headquarters Building Assessment
The Board of Equalization's (BOE) Headquarters (HQ) remediation and elevator modernization projects were completed by the Department of General Services (DGS) in January 2012. However, the investigation of various mechanical systems with required repairs continues in the 450 N Street Building. To address these repairs, DGS and BOE have partnered during Fiscal Year (FY) 2014-15 to select the architects, engineers and a construction management (CM) team. The CM team will develop the necessary construction documents and manage construction contracts when the HQ Renovation Project begins in 2017.
The scope of work for the HQ Renovation Project will include preparation of the working drawings with specifications for the repair, replacement, and upgrade of selected building systems including, but not limited to, the HVAC system, primary electrical systems and low voltage electrical systems, the waste drain line and vent system, all fire life safety systems, all access compliance upgrades required by the American Disabilities Act (ADA), and replacement of the exterior curtain wall spandrel glass panels with aluminum. Work on these areas of infrastructure for repair and/or replacement will be prioritized when the basis for the scope of work begins in June 2015.
Below is the anticipated DGS and contractor's schedule for the HQ Renovation Project:
- June 2015: Formal Introduction and team start-up.
- June 2015 - December 2015: Design Development, finalize the scope of work, and Process Improvement Study.
- January 2016 - July 2016: Working Drawing Phase.
- July 2016 - September 2016: Permit Approvals between the State Architect, the State Fire Marshall, and other state and local government agencies.
Until the HQ Renovation Project begins in 2017, DGS and BOE will continue to coordinate and address immediate repair work in the 450 N Street building.
In addition to the HQ Renovation Project, the BOE engaged in and provided support during FY 2013-14 for the legislative study requiring DGS prepare a long-range planning study during FY 2014-15 of state-controlled and owned office buildings in the County of Sacramento and City of West Sacramento by July 1, 2015. This study will provide information which may support the relocation of the BOE's HQ to a new location. Concurrently, on September 25, 2014, the California State Auditor (CSA) prepared Report 2014-108 to assess the efforts of the BOE and DGS to analyze the costs of needed repairs to the building, the potential loss of worker productivity and state tax revenue during repairs, and the costs and benefits of continuing to house BOE HQ employees in the building compared to moving to a new facility. The CSA's Recommendations indicate DGS should evaluate potential productive uses for the HQ building should the BOE move to a new facility, and that DGS should report the results of its analysis to the Legislature no later than September 2015.
As we move forward, it is the BOE's commitment to obtain and post updates and reports from DGS and its consultants on this webpage for your review. The BOE's consultant, Hygiene Technologies Inc. (HTI), continues to monitor the building's indoor air quality to assure health and safety requirements are met for all staff. We will continue to post testing results and related materials on this webpage as they become available to us.
