Marine Invasive Species Fee (formerly Ballast Water Management Fee)
The Marine Invasive Species Fee, which provides funding to combat the introduction and spread of non-indigenous aquatic species into California waters, applies to marine vessels with ballast tanks that arrive at California ports from a port or place outside of California waters. The fee is set by State Lands Commission regulation and may not exceed an amount per voyage that is equal to $1,000, plus adjustments for inflation every two years. The fee is currently $850 per qualifying voyage. (aka Ballast Water Management Fee, commenced 1-1-00; R&TC section 44000 et seq.; PRC section 71200 et seq.)
The State Board of Equalization (BOE) works with the California Marine Exchanges to identify daily arrivals of vessels into California ports.
