Municipal Revenue Enhancement Program Initiative

The Municipal Revenue Enhancement Program (MREP) initiative shares ideas on ways to strengthen partnerships with local governments to maximize local economic recovery. In collaboration with local government finance departments, MREP strategically dedicates the educational and enforcement resources of the Board of Equalization (BOE), to increase tax revenue to cities, through enhanced compliance without raising taxes and at no cost to cities. It also provides cities with important data needed to forecast city budgets, economic development and job creation.

The MREP Program offers cities the ability to reconcile their business license data file with the BOE's permit holder's registration data file. The BOE provides cities a data disk on a monthly basis as well as provide technical assistance to end-users.

Reconciliation ensures that every business required to have a seller's permit under California's Revenue and Taxation Code, also has a business license and vice-versa, thus guaranteeing the maximum amount of revenue due to each city.

This initiative would offer free reconciliation services to cash-strapped cities under the auspices of the Municipal Revenue Enhancement Program.
