DAVIS: Our next item is K4(a), the 6 Legislative, Research & Statistics Division Chief's 7 Report, an update on legislative issues. 8 This item is informational only. It does 9 not require a vote. 10 Mr. Durham has come forward. 11 Thank you. 12 MR. VAZQUEZ: Welcome. I know we called you 13 earlier, but we were kind of going back and forth 14 through the agenda. But now we're ready for you. 15 MR. DURHAM: Great. Thank you so much. 16 Good afternoon, Honorable Members. I'm 17 Mark Durham with the Legislative, Research & 18 Statistics Division. And I'll provide you with a 19 Legislative Update. 20 First, here are some key dates that we're 21 tracking: 22 July 12th is the summer recess begins; 23 August 12th is when the Legislature reconvenes; 24 September 13th is the last date for any bill to be 25 passed; and October 13th is the last day for the 26 governor to sign a veto bill submitted on or before 27 September 13th. 28 So moving on to the committee hearings that 3 1 we've had in June so far: 2 On June 12th at the Senate Governance 3 Finance, AB 608, Petrie-Norris, the property tax 4 exemption low-value properties, that was ordered to 5 the consent calendar. 6 AB 885, Irwin, which is the property tax new 7 construction, that was referred to the appropriation 8 suspension file. 9 On June 17th in the Assembly Revenue and 10 Taxation Committee, SB 364, which we heard today from 11 Stone, which is the base-year value factoring for 12 veterans, it was heard on June 17th. It was 13 testimony only. 14 Same thing with SB 562, Morrell, the 15 property tax for disabled veterans, that was also 16 just testimony only. 17 On June 24th in the Assembly Rev. and Tax 18 Committee, SB 577, the Hueso Bill, that was placed on 19 the consent agenda. 20 SB 663, Jones, the property tax veterans' 21 organization exemption, that was passed on to the 22 Committee for Veterans' Affairs. 23 And SB 196, Beall, the welfare exemption for 24 community land trust, that will be heard on Monday, 25 July 1st. 26 Moving on to other legislative bills, the 27 ACA 2, there's been no change on that one. And if 28 there's any change, I will keep you informed on that. 4 1 For AB 576, again, there's no change. That 2 was passed over, two-year bill. 3 AB 872, which is the Aguiar-Curry, the 4 property taxation change in ownership, that's been 5 referred to the Senate Gov. and Finance Committee. 6 And no hearing date has been set. 7 For SB 791, that's the Senate Gov. and 8 Finance Committee property tax evaluation for 9 certificated aircraft, that's going to be heard on 10 July 1st as well. 11 And last time I said, "Can I give you a 12 mid-session legislative overview?" We were tracking 13 89 bills; 18 of those are property tax bills. Of 14 those 18, 13 passed on to the second House; 5 15 remained in the House of origin. 16 We also tracked 23 Alcoholic Beverage tax 17 and insurance bills, and 48 administrative bills. 18 So of the bills we were tracking, 70 percent 19 did move on to the second House, and 30 percent 20 remained at House in origin. 21 And that concludes my update. 22 MR. VAZQUEZ: Now, on the 70 -- well, of the 23 bills, I guess, that have moved forward, when you're 24 saying those, are those all in a positive manner for 25 us, or do you think there's some that we need to be 26 worried about in some of those? 27 MR. DURHAM: Well, I think all those are in 28 a positive matter. I mean, just the fact that they 5 1 got out of the first House -- 2 MR. VAZQUEZ: Right. 3 MR. DURHAM: -- is pretty positive. 4 MR. VAZQUEZ: Okay. 5 Is there any questions from any of the 6 Members? 7 MR. SCHAEFER: I have no comment. 8 MR. GAINES: No. It's very helpful. Thank 9 you. 10 MR. VAZQUEZ: Yeah, this is great to see the 11 breakdown, and, of course, the midterm piece you have 12 here moving forward. 13 MR. DURHAM: Great. 14 MR. VAZQUEZ: And we hope ACA 2 never 15 gets -- sees the light of day. But we'll see. 16 MR. DURHAM: Great.
